Yes, one is only able to download music from the iTunes portal for the country one resides in. Yesterday, when I discovered this at iTunes, I could not locate the album at the Russian iTunes portal. Sometimes distribution rights for other countries lag behind resulting in a delayed release or even unavailability. I think it is just a matter of time before this gets a wider release, including Russia.
I am uncertain if there will be a physical release, as in an actual CD. This is unfortunately only available as a download in Sweden.
